My general recommendation is:
About once a month.
But that's not a rule.
You could promote every second month.
Once a quarter.
Or use whatever frequency that makes sense for your business.
The more important question is how you're doing it.
Because promoting once a month isn't inherently annoying.
Promoting badly once a month can be, though.
If every few weeks your subscribers suddenly get hammered with increasingly desperate emails, manufactured urgency and:
"HEY {{ first_name }}, JUST CHECKING YOU SAW THIS!!!"
then yes, eventually you're going to burn through people's attention.
But a well-run promotion can be different.
You can tell people what you're selling, explain why they might want it, give them enough information to make a decision and, importantly, respect the people who aren't interested.
That's why I don't think there's a universal answer like:
"Never sell more than four times a year."
You have a business.
You're allowed to sell things.
I generally like monthly promotions because they give you regular opportunities to generate revenue without making every newsletter a sales email.
The goal isn't to avoid selling.
It's to sell in a way that means people still want your emails afterwards.
